Leadership

Marvin Cooper, coordinator and president of the board of Westchester Healthy Start, came from a background in corporate sales. He has managed the start-up, development and day-to-day operations of Healthy Start for ten years, including acquiring the building. He plans and facilitates meetings with collaborative partners, agencies and community leaders to promote awareness of Healthy Start and the success of its programs. He also manages the budget.

Vitally interested in youth development, he began working with the Los Angeles County Probation Department in 1989, becoming a chaplain in 1997. He conducts religious counseling and Sunday services at two of the youth camps.

Billie Silvey, case manager, is secretary of the board. Former director of a job preparation program for single parents, she works closely with families of students being served. She brings decades of experience in public writing, and editing and public relations.

Board of Directors  Westchester Healthy Start is overseen by a board composed of legal, financial, educational and diversity experts. 

Collaborative  The Westchester Healthy Start/Village Policing Collaborative includes parents, administrators, community people, law enforcement, counseling agencies and local business people and service providers. They meet bimonthly to discuss issues related to student services and safety.
